You can either delete a Toolbar program from your Control Panel > Add & Remove Programs utility
OR
If you might want to use a tool bar in the future, then you can just DISABLE it:
Right click a blank space on the tool bar > UNselect (uncheck) the toolbar name you want to hide.

Assuming you're running XP, and it's something relatively benign like yahoo or google toolbar, click on start, then settings, then control panel.
In that window, double-click on add or remove programs.
Another window will pop up, scroll down that list to what you want to remove, and click remove.

if you wanna completely remove it from your computer, then go to start > control panel > add or remove programs, find the toolbar on the list, and click on it and remove it.

if you only wanna temporarily remove it, then right-click on the gray space near your address bar,, and uncheck the toolbar.
