I have:
Windows 98
Replaced the hd with a new one. It won't bootup. It just says Operating system not found.

I have copied everything from the old hd to the new hd.

Then how would I make a master boot record.

Copying won't work. You need to actually install the operating system on to the drive to create the Master Boot Record. Obviously your system cannot find the Master Boot Record.

When you replaced the hard drive, you removed al the files, including Windows. The new hard drive is empty, no content whatsoever.

You will need to boot a Windows 98 CD

You need to reinstall windows 98 onto the new hdd.
