Absolutely. Use your pc CONTENT ADVISOR feature.
As long as you are the Administrator, or have Administrator priviledges you can control the "level" and "content" of web pages allowed to be viewed on your PC without a password. You can also make ALL web pages viewable but "with" the password you select as Administrator. Without that password, specific sites will automatically be blocked.
First select a password, unlike any other that you WILL NOT forget.
1. In your Internet Explorer browser go to TOOLS> Internet Options > tab CONTENT > frame Content Advisor > button SETTINGS
2. At this point you will encounter request for Administrator password (IF one has been set)
Enter the password if required
3. Next select tab APPROVED SITES
then enter the URL for the site you want and click either button ALWAYS or button NEVER.
Any one that does not have the Administrator password, will need to ask the Administrator of your PC (yourself, your parent, whoever the administrator is) and get them to provide the Content Advisor password for any of these settings to be altered.
Now, go back onto Content Advisor by the same path to ensure that you have pushed the ENABLE option.

There really is no way to do it. The only thing I could tell you do too is go t internet options and make a blocked list of pornograhic sites, that way if the children happen to go to them they will see a blank page. Hoped I help you some!

You don't want to try to control which sites are not ok (black list/deny list). You want to password protect ALL sites, and then add "safe" ones to be allowed (white list/allow list).
Also, you don't have to do this by hand yourself. Try www.netnanny.com or many of the other ones out there.

First, tell the NO. Then, consider installing a KeyLogger. Get the Free Keylogger from http://www.download.com Tell them that you are WATCHING.
Sometimes mistakes can happen while searching through Google. (curiosity killed the cat). Tell them to CLOSE inappropriate windows IMMEDIATELY, since you KNOW.
Then double the other child's allowance when he/she rats on the other.
