Leaving aside Mr Bush's specious and ill founded reasons for invading Iraq, if the civilians were killed or injured by what is now coyly called 'collateral damage', then I don't think you can call the US a terrorist state. However, if occupying troops deliberately kill innnocent Iraqis (like the young woman who was raped then murdered, along with her family, by a group of US soldiers), then maybe those troops can be viewed as at least on par with terrorists.
