I would LOVE to join an agency watch group in my community and I am sure there are many others who would love too join as well! I personally would do it for nothing. I work full time and would do the "panel" as a way of helping keep the "checks and balance" of my community in line with the people.

Yes I agree but they would probably only hire retired FBI, DEA and Police officers to serve as civilians on the civilian panels. Good idea though.

No. They would have to be paid which would cost a fortune, and the same people who are demanding the oversight panels would be the first to demand it be done for free, and that ain't gonna happen. Keep civilians out of it and let the law enforcement people do the job THEY are paid to do.

Where are you going to find the people to do that? Call up civilians for law enforcement review duty like they do jury duty? Ask for volunteers? Hire a new bunch of civil servants to watch our watchmen?

In any case, how will you ensure independent, legally correct and impartial monitoring?
