My Steve and I decided early on that we didn't like the idea of gift giving as a method of celebrating an anniversary or birthday. Sometimes we'd go to a nice restaurant, or he'd cook something wonderful (he was a much better cook than I am, which is inadequate praise), but we did not do the gifts thing.
Gifts are a way to express your tastes in buying for another person, but think about it: most people really do prefer to get either cash or a gift "certificate," nowadays a plastic gift card, rather than have something that was bought to someone else's taste. Arguably, an exception must be made for those things which are hand made, or selected specifically because a person knows you well enough, which don't have to co-incide with a holiday. Serendipity chooses the occasion, if you will. An example would be you went to a second-hand store and saw something perfect for your loved one's collection, or kitchen equipment, or whatever. Something you know he or she wants specifically, and up it pops at a bargain price in a way that it's take it or it will be gone. So you do.
I love collectors; it's fun to shop for them!

celebrating relationship anniversaries is something new to people these days, and never used to be celebrated not even in etiquette. If you wanted to be rembered maybe you should have dropped a hint that you "bought them a nice card".

Not too upset...depends on why they weren't able to get a gift (money issues, etc.) versus not remembering or caring to get a gift.

well you could find out why he didnt, but might not wanna get mad if he had a good reason not too, and if he just didnt feel like it, it doesnt sound like it was very important to him.
