is 1 mile put them all together with only 1 mile between them. If you want them to go all round the planet equally put them on the equator spaced equally. On earth that would mean they were about 2000 miles apart, and some would be on the oceans.

The above answer seems to be wrong.

If you number them 1-13 around the equator, then the distance between 1 and 2 will not be the same as the distance between 1 and 6, for example.

Question is incomplete but I am guessing that the missing part is "the same"

Take the circumference and divide it by 13 since there will be 13 cities. Draw a line though the equator and put each of the cities that distance apart on the equatorial circumference.
