I have seen where certain soundcard and amplified speaker combinations have this problem. The soundcard sounds fine with any other set of speakers and the speakers sound fine with any other soundcard. So the first thing I would try is a different set of speakers.

from personal experience this sounds like your sound card is slowly on its way out
if the sounds are continuous it will be the sound card but if they intermittent it may be your p.c speakers
try a few tests to test each component(like using a different sound card
however if your sound is built into your motherboard then you can try a pci soundblaster soundcard as the only other way would be a whole new motherboard
check the sound settings in control panel and also check the lead connections, another possobility is checking for any magneteic items or devices that are close to your p.c as this can cause interference
good luck

The wire of your speakers is very old or a bit broken. It can be the pin connecting your PC and the speakers is also loose try to change them or reconnect with ur PC
