Write to your elected state officials, the Governor, state Senator, and Representative(s)/Delegate(s). Tell them how the law is impacting you and others and let them know what changes you are seeking. Also ask them to take up the issue, or at least tell you where they stand on it.

You are more likely to find success if you get other people involved as well. Find out who else agrees with you and try to organize a bit. Write letters to local newspapers, try to get the issue some attention.

Once you've done your homework and researched the issue a lot, get another like-minded person or two and go visit your representatives office. Call in advance to try to set up a meeting the the official or a member of his or her staff that would handle the type of issue involved. Of course, be very professional when you go--you do not want them to think you're a nutcase or a crazy fringe group. Try to have something you can show them or point to that'll demonstrate that there are many people that the law harms and/or who support changing it.

Good luck.

Make sure it's a state law! Start with the Governor by stating your case in writing. The response from that office will tell you which direction to take. It may be a question for the high courts which will require some sort of test presented by legal eagles trying to make a name. No matter what the case, you will probably be contacted by someone from the governors staff attempting to explain why they can or can't and where you can take it from there.

No matter what, record everything: names, dates, time!

Contact your State Senator's with a letter asking to think about changing the law and why you want it changed, and if you can get a petition signed that would help you out a little.
