What are the rates of having someone go through and "clean" up my code? This would include...adding security to my site such as preventing SQL injections on all of the forms, and taking the necessary precautions on preventing hackers from gaining access to information held on my site, etc.

Don't give up yet. You are getting closer every day to reaching your goal. Consider implementing a opensource solution into your website, such as wordpress. You can then build off the work done already such as the userid & password system.

Depends on the level of expertise of the person you decide to contract for the job. I would defenitly ask for references of past projects as well as checking their past projects to see if it meets your qualifications. Also depends on how much time they are going to have to spend looking through the code to determine what needs attention and what doesn't. Also depending on how big the site is, some consultants wouldn't even bother touching it if the job isn't big enough. There are really a lot of factors to consider for this. I would say expect to pay someone at least 40-50/hr.

Cheaper to pick up on an intrusion detection system that monitors all traffic on your network that might find current and future signals of hacking attempts. Rewriting code that is secure would cost as much as a consultant... like $50+/hr to review your code, update it and test it. Too much hassle I think.

Depends on how much code there is to review and where in the world you are. Mid-to-high double digits per hour is something you should be prepared to pay a consultant for that kind of work...
