Your body takes about 4-6 weeks to respond to training. That is why you "level" out in XC. You are doing the same training and no longer getting as much benefit from it because you are used to it. What will happen if you keep training in the off-season is that you will enter the track season at a much higher level than you did your XC season. You will still do the same cycle of improvement, but it will be smaller (it is harder to take off the same amount of time when you are going faster, i.e. it is easier to go from a 8:00 mile to a 7:00 mile than a 7:00 to a 6:00). Most people prefer to build a "base" in the offseasons. They focus on longer runs to build up their endurance. When the track or XC season starts, the speed workouts will be what starts your body's training cycle. Your body will likely not burn out if you train smart. Some people will have a mental burn out, but that can helped by running with your teammates, crosstraining, etc. Good luck.

It depends on your school. Outdoor track will generally start some time in March, right as the winter sports are ending. If your school does winter (indoor) track, it will start earlier. Usually you don't have to do winter if you just want to do spring. Even if your school doesn't do winter track, some of the runners may meet and train with each other during that time.
I would advise you to talk to a track coach or a track team member at your school. They will actually know.

Most of the time the track season starts at the beginning of the spring semester. Depending on where you live, you may have indoor track followed by outdoor track. Training will began at the beginning of spring and will be full bore at the end of the basketball season.
