Every country has different system but the majority of countries have stock brokers/investment consulers. These people have contacts that are people that will either buy or sell notes at a discounted rate based on the fiture return of the note..Some companies even buy notes from people that are going to loose money so they can use the loss as a tax write off.So lets say that you have a G.I.C.(guarrenteed investment certificate) at 7% return but you need to cash it in right now, normally you would loose money on this as the penalty for early cash out is quite high,so intstead of cashing it in you sell on the market for lets say a future return of 2%.Therefor you would loose the future return of 5% and the buyer who is willing to wait gets the 5%.This type of thing happens on the New York stock exchange all the time.It is very similar to buying and selling stock/agriculture futures.
