In a free society, one branch of Gov't shall not be able to act as an agent for any other branch. To have all three politcal powers present in one entity is tyranny.

But the Government loves tyranny so what does it do? Creates administrative "law", a "fourth branch" of government, so to speak. Now you have a presumption of guilt by an agency that has only color of authority and is not bound by the Constitution. Judge, jury and executioner in one chair. Absolute tyranny, and the people are conditioned generationally to accept ever greater oppression as "normal".

Spelling is important here, If "strick seens" means strict sense. The answer is no. Each branch of government has a role to play. When ,as Mr. Bush did with his signing statements changed the intent of the law, only congress can write or amend a law, the court ruled the law unconstitutional, USA government has a system of checks and balances that prevent excess power to any one branch.

My friend, we currently have the thinnest wall between each branch of government that we have ever had. Republicans control EVERYTHING and Bush abuses his legislative powers all the time. But this will most likely change after November.
