I cannot seem to connect to this website which has an online forum? why is that?

Yes they can, in fact sometimes whole ISPs are blocked if their abuse desk refuses to deal with offenders. However, this will usually result in a "you are blocked" message. Chances are, the site's down.
Try changing the site name as follows
http://www.example.com/foo/bar becomes
http://www.example.com.nyud.net:8090/foo/bar
If the site now works, it is more likely that an IP ban is in place, or it could just be under heavy load and nyud has the cache.

i think it bans you from COMMENTING on the forum, should still let you view it.
