Seems to happen whether on Nero or Winamp (which uses Sonic), at both 10x and 1x settings.
Note only seems to happen towards end of CDs, aftern around 40-45 mins. Starts gradually, then builds up to complete distortion!

Sounds like somethings wrong,
Some cds have exit tracks that put a low bass signal through but Ive never heard one that scratches and distorts.

Easy, reduce the recording speed down to 4x, slower recording but no background noise.

possibly your drive doesn't support long cd's ????
