By without soil you might mean the myriad plants that grow in the air (parasites on trees) or in water only. Growing without soil is the natural habitat for these plants.

However, I assume you do mean aquaculture, which is growing vegetable crops in water systems, generally in commercial hothouses. These plants are fed by maintaining levels of nutrient chemicals in the water. Aquaculture is a significant part of modern agriculture.

There are arguments for and against aquaculture.

For:

a) aquaculture is more profitable for the farmer since he runs less risk of losing crop to weather;

b) since operation is inside hothouse where conditions can be controlled and few insects or pests can live in the water, less pesticide sprays are used;

c) farmer can operate year round.

Against:

a) Giant gas-heated hothouse complexes have been built and are being built on prime arable land, of which we have too little in North America already. For example, whole hectares of high-quality California soil have disappeared under these commercial greenhouses - a misuse of prime farmland.

b) Although the plants can create their own vitamins through their intake of nutrients, carbon dioxide and sunlight, they cannot create minerals. These can only come from soil and are taken up by the plants' root systems.

Yet human beings and their animal populations such as chickens and cows all require essential minerals such as calcium, magnesium, potassium and a number of trace minerals. The minerals are essential to sustain life. Soil-grown vegetables are the best source of these minerals.

It does not make sense to abandon soil-grown vegetable plants with all their minerals - and vitamins - in favour of water-grown indoor plants with no minerals and perhaps fewer vitamins and enzymes.

This is why, all things considered, your best vegetable plant is going to be the soil-grown veggie, preferably an organic one.

Plants usually grow better in soil than plain tap water because soil has more
mineral nutrients that plants require. If you add the proper mineral nutrients
to water and aerate the water to provide adequate oxygen, then plants can grow
just as well in water as in the best soil. This is termed solution culture or
hydroponics.

Some houseplants can survive for years without soil in unaerated tap water.
They won't grow much because of the lack of mineral nutrients.

It's easier to provide proper nutrients using a gel based growth medium so most plants will do better in this sort of growing environment.

it depends on what you mean if your talking about hydroponics then yes. they flower and grow better if your talking about just putting a plant in a glass of water no. a plant needs many things to thrive and water is only a small part of that.
