perhaps you should offer to donate some of your older items which are not as important to you to charity. it's a tax write off for her and that might help.
plus you should assure her that the tomagotchi V3 will not interfere with your school work or activities. some people become obsessed and identify with the virtual world too much.
bag up a bunch of stuff to donate and see if that will help.

talk with her in depth as to why she prefers you not have this - could it be you have already invested so much time and money on prior levels
respect her opinion - in time it may change
realize - things you do, especially to help out at home, should not be done only as a bribe for something you want - it is because you are a part of that family and it is your responsibility also to care for the things you have been blessed with

maybe you could comvince her that if u get acceptable school grades you could get it. Ask her reasonable things, not just "Mom, can you buy me a Tomagotchi V3?". Good luck =)

bythe way lets get to the point, u try to convince her by talking to her in a way that makes her feel closer to u, use more friendly n touching words with her, try to help her so that she will actually realize that u do deserve to get what u want for all the hard work ou have been doing, that is very effective as it really works for me even when the possible stuff turns to be impossible! with my mom too! try it n tell me, its a bet!

first, be prepared for her to say no and NOT throw a hissy fit.
second, talk with her in your most mature manner and ask her why not...you do have the money. If she says no, then ask what you need to change her opinion. If she still says no walk politely away and ask again in a week or two...NO HISSY FIT.

Maybe she is buying it for you for Christmas or a birthday. Perhaps she disapproves of it. Who knows, except your mother. Maybe you should ask her. Maybe you should try doing things for her without being asked without an agenda.
