it doesnt matter as long as you call the other one the width. it typically depends on how it is being used it if is with shapes on a paper then length is usually the longer one, but if it is something stationary then you can say top to bottom or side to side but those are not standard because all you have to do is turn the object.

It depends what you're measuring. Usually height is top to bottom/up & down, and width is side to side. If a pole is upright (having one end tough the grass & one end to the sky) than the length would be from top to bottom/up & down, but if the pole is laying down in the grass, than the length would be side to side. See how it depends on the object? I hope this helps!
