My first thought would be to use a tinted moisturizer, but i dont want to recommend that because ive never used one before.
My idea would be not to use foundation at all actually! I have super light skin too, and when i dont feel like wearing a whole lot of makeup, i just wash my face and put some lotion on it. Then i put some revlon colorstay pressed powder on my face with a big makeup brush. I take a medium sized brush and apply a bit more in the space between my cheekbones and my eyes, and more on my nose and t-spot too. After that i put some peachy blush on my cheekbones with the really big brush. The powder, blush, and lotion seem to melt together to create this insanely-natural glow! It so cool, you should definitely try it.

Liquid foundation. It blends in with your skin easier than foundation cakes or powders. You should find one that matches your facial skin tone.
Apply a little of the foundation to the back of your hand and hold it up to your face to see if the colour matches. Don't choose a colour that's too dark or too light. If there isn't one that matches, you can try mixing two colours together to blend the right colour.
Depending on your budget, there are some pretty good brands that I use. They've all got a pretty good range of tones to choose from (prices may differ between countries):
1) Maybelling Dream Matte Mousse foundation (approx. $10 or below) - comes in a round flat jar. It's cheaper than the other two but
2) Giorgio Armani luminous silk foundation ($55) - there are a few to choose from but I like the silk one better. The make up artist at the Armani cosmetics counter used it on me during a make up consultation and it was lightweight, you wouldn't even know it was there! It's really silky, but there's also a matter one if you'd prefer.
3) DiorSkin Sculpt Fond de Teint foundation (approx. $40) - there are different types under this name. If you ask the Dior cosmetics counter sales, they'll tell you which one's good for what kind you should choose depending on you want from it. I bought myself a combination skin one for summer-winter time, which is also a bit moisturising.
For each, remember to only put on a light layer, or else it will look cake-y. For the Maybelline one, apply with a make-up sponge for easier application. For the Armani and Dior ones, using a foundation brush spreads it out more evenly, but remember to apply it in light circular motions.

I'm not a great fan of foundation as it can lead to problem skin later on. If you want to wear it on special occasions though, go for something that matches your skin type & colour. If you go for something too light, you'll look like a ghost whereas something too dark will look like a mask. Ask the beauty consultants instore to show you how to match the right color to your skin tone.
When applying, make sure you use a sponge made specifically for the job & do it evenly. Don't just stop off bluntly right at the edge of your face - you have to apply a small amount to your neck to make sure it blends in well. Yuo can ask the beauty consu;tants to show you how to do this. LESS IS ALWAYS BEST!!!

At 14, foundation is just a step towards bad skin in your teens. Stick with toners and keep your face clean. If you have bloches, you will be better off with a pale concealer to blend into your skin and a light transleucent powder. Focus on your eyes and lips for now. Best thing to do is exfoliate twice a week and use a ph balanced moisturizer. Promote good skin health now and you will be glad you did later. You will get blemishes and you will have to live with them. DON'T PICK!!! Express gently when they are ready only! Clean immediately! Use cold water to close your pores.

Ooooh most definately mineral makeup! Go on ebay, search for it and get some samples. Very cheap and the results can be fabulous. You will never look "made up," just flawless skin and radiant, too. My 14 year old wears Bare Essentuals in Bisque (loose powder). She is fair, too. Make sure you get one of those kabuki brushes to apply. You will be very happy with your result!!

Stilla (sp?) available at Sephora. It's a light cover and blends beautifully without caking later in the day. I recommend going to Sephora or a department store for a free consult that will match your skin to the best makeup.

I am very fair too. I use a tinted moisterizer (which you can get oil free if you tend to break out) instead of foundation. It looks more natural. You use it with a concealer on anything you want to hide. I like "Juice", an organic one, and Stila. You can get both online at Sephora.

do NOT wear foundation! Just wear some tinted moisturizer, its juts like foundation but it moisturizes your skin and its not all thick and it doent look like a mask. 14 year olds dont need foundation or else they'll look like 7 year olds who took their mom's makeup
