The main reasons to turn off a HD:
- energy savings: this is self-explanatory
- risk of impact: a hard drive is the computer's component that would be most affected by physical impact.

In most HDs put in power savings, the heads will also park themselves as in a power off, so a simple solution for you would be to turn on turn on power savings in Windows XP by opening Control Panel->(Performance and maintenance)->Power Options.

This way when the HD goes in power savings mode you save energy and reduce risk of damage due to impact.

What causes the most damage to electrical devices is surges and the biggest one they usually get is when they get turned on so avoiding external power control increases there life expectancy.

You can turn it off if not accessing it. I do not know why you should keep your computer ON if you need to turn OFF the regular HD on your desktop. In such a case, you can turn it off, automatically by adjusting the power settings.

If you don't use it much, turn it off, save electricity and wear and tear on the machinery.
