decimal just means to use base 10 as your answer, so don't worry about having a "point" in the answer. If you think about our base 10 number system, 9236 means 6 units(ones) plus 3 tens, plus 2 ten squared (100's), plus 9 ten cubed (1000's). Look at the base 5 number that you are given in the same way. 13402 means 2 units (ones) plus 0 fives, plus 4 five squared (25's), plus 3 five cubed (125's), plus 1 five quadrupled (625's)

625 + 375 + 100 + 0 + 2 = 1102

Any alternate base number can be converted to base 10 in this fashion.

Write the number in the following way:

1*5^4 + 3*5^3 + 4*5^2 + 0*5^1 + 2*5^0
625 + 375 + 100 + 0 + 2 = 1102

Its value is

1*5^4 + 3*5^3 + 4*5^2 + 0*5^1 + 2*5^0 =
1*625 + 3*125 + 4*25 + 0*5 + 2*1 =
625 + 375 + 100 + 2 =
1102.
