You can have 2 optical drives on 1 IDE cable. Set the DVD burner to the "master" position on the jumper. On the CD burner set the jumper to the "slave" position.

Yes u can install ur CD\RW (or DVD burner) as a second drive, On the back of ur main one set it as MASTER & set ur other one as SLAVE, Make sure ur usein a Double Ribbon & run ur main off of the first connection on the ribbon & ur second off of the second connetion on the same ribbon.

Yes , you can connect it as a dual drive. You can connect it to your IDE data cable, as primary slave, secondary master or secondary slave.
