A "nanny state" is a government that passes laws to protect its own citizens from themselves. That is, it will make it illegal for people to smoke because it is harmful, instead of letting them make their own decisions. Or they may outlaw or regulate fatty foods, pornography, etc, etc to protect people.

The term is used in different ways (see article linked to below) but the above use is probably the most common. Libertarians are the ones most likely to bring up such arguments and the term is always meant disapprovingly.

Critics of nanny policies would argue that the government should, at most, educate people about the dangers of such-and-such choices but leave it to individuals to decide whether the want to take the risks or not. Laws designed to protect children do not generally fall into this category, as kids are not able to make informed decisions with long term consequences and thus need to be protected from themselves, whereas adults do not.

Somone who promotes the enactment of legislation, which is based on the premise, that you are not competent to make decisions regarding your own welfare. I am not clear what you mean by 'in government terms', because they will never acknowledge that they are nannying. Governments, who create legislation like this have forgotten that they are there to serve us, not to micro manage our lives for us. It has a very female ring to it, treating us as though we are all children. It is an invasion of our private world, where governments have no place meddling.

The compulsory wearing of seat belts was the first piece of nannying legislation, ie, it is for your own good, even though you would be the only victim in the case of an accident. This is not to say that manufacturers shouldn't be allowed to fit them. It has been argued that wearing seat belts makes pedestrians less safe, because, if motorists feel more safe they will drive faster and take less care. Anti-smoking, and numerous examples of health and safety legislation, are other examples.

Democrats are Nannies.
They want to take your paycheck, and then they'll take care of you.
Democrats want to be our Mommies, because they don't think we are capable of taking care of ourselves.
We need them.
They need us to be on their Democrat Plantation.
