The provider you choose really depends on the complexity and the technology you need for your web site to function. If it's a simple personal HTML page then you should consider sites like http://geocities.yahoo.com/ . They have simple tools meant to be useful to beginners.

brinkster.com.
2. Purchase a hosting plan. I suggest purchase because if
you get a website for free, you'll have a lot of advertisments
pop up on your site which is annoying. Plus, you can
get a beginning website hosting plan for under $5 a month -
well worth getting rid of the ads!
3. Go to http://www.htmlgoodies.com and take the first
couple of FREE lessons programming in HTML.

if you are looking for a website then you can coz you cant register yoiur domain for free either go ahead make a homepage or just pay for it like in yahoo 9.99 a year
