Specifically can this be done without the employee announcing that this call may be monitored for quality control?

Companies have the right to monitor use of their equipment, such as phone or internet use. They are not obligated to disclose such monitoring, although most do. While they can monitor, I don't believe they can RECORD the conversation, however, without disclosure.
