With the lack of information as to what type of vehicle, type of brakes etc. The only proper answer will be do not try. The mechanics of the assembly of the wheel, brake (drum or rotor) and wheel bearing make it impossible to help you with an accurate answer.

There are some assemblies that it can be done on others it is not possible.

im guessing you mean the stud is turning with your lug nut and ya cant get your tire off-hopefully its a rear wheel drive car-take the center cap off your wheel (after ya have it jacked up and have it on jack stands)remove your spindle nut-next turn the steering wheel so you can reach your brake caliper-take it off and fish it out(this will be rough but possible)then slip your rotor and wheel bearings off the spindle-then put your wheel face down and grind the back of the stud off and pop it out-then get new wheel bearings and grease and put it back together-press in another stud and your good to go-if its to lose to put the stud in you will need a rotor too-if its on the rear you you will have to jack the rear end up and take the differential cover off-take out your spider gear cluster-push your axle in and remove the c-ring and slide axle and all out-then do the same grind the back of the stud off and poke it through and put in a new one-hope this helps

Wheel Stud? Or lug nut. Well, you need the socket that fits that nut(stud)...Or I'm just totally missing your question.

it's not possible to do this without taking the wheel off

i own a repair shop,and it cant be done at all,,i been at this for 36 yrs,,but there is no way to do it the wheel has to come off of it in order to get it off, once the wheel is off of it ,its not that bad of a job to do,good luck i hope this help,s.
