Fidel Castro in Cuba, Nikita Khruschev in Soviet Union and President Kennedy in the U.S. were the main forces in the cuban missile crisis.

The Cuban Missile Crisis was the closest the world ever came to nuclear war. The United States armed forces were at their highest state of readiness ever and Soviet field commanders in Cuba were prepared to use battlefield nuclear weapons to defend the island if it was invaded. Luckily, war was averted.

It was John Kennedy and Fidel Castro. What happened was that Kennedy wanted to overthrow communism and dictatorship, so he sent a few planes to overthrow Castro, but then he chickened out and the battle was lost. So Fidel Castro is still a Cuban dictator.
