Gulliver's Travels by Jonathan Swift - the last part, where the dirty, instinctive humans are called Yahoos and the educated, cultured horses Houynynhyms. Gulliver ends the book completely freaked out by this last travel, living in the stable with his horses and unable to face his family. Great book!

I'm not sure that the horses ruled people in Gulliver's Travels-I don't think there were any humans there except for Gulliver-(I could be wrong though)
