What's cell shading?

i heard something like that from Valve
they are making the new team fortress 2 and they mentioned cell shading

Cel Shading is a graphical style in which the game is rendered in a vivid, colorful, almost 3-D cartoon style.

Some excellent games that have used it in the past include The Legend of Zelda: The Wind Waker, the Viewtiful Joe games, Sly Cooper, etc.
