By the government and private sector,educating it's citizens,so as to accommodate new equipment,(computer,machinery or some other kind) it takes people to make a country be develop.
And investing in the right areas so as to reduce,cost.
Techno,would be one.But the people would have to be educated so that techno,can be use to it's fullest potential.And be able to add to it,by creating new technology.
