If there were truly no bad consequences (and I am interpreting the term 'bad' loosesly), e.g. no negative moral implications even, then it wouldn't be stealing. It would be like public property. If it is 'stealing' at all then that brings with it negative consequences. If nothing else, even if there are no legal consequences, you would have on your conscience that you had stolen something; so basically the situation that you depict is impossible.
