food... Getting big chest and biceps is about the resistance training you do, not what you eat. Don't listen to those who will tell you to overload carbs or eat tons of protein. Just make sure you're getting enough calories to replace what you lose working out and drink plenty of water to replace what you lose through sweat. There's no magic food that's going to make you put on muscle mass. Just eat a balanced diet with plenty of lean protein, which you should be doing anyway. People will tell you to eat LOTS of protein. This sounds logical because muscles are made of protein, right? Problem is, it doesn't really work that way. Taking in lots of protein doesn't mean your body will automatically make lots of muscle. And a diet excessively high in protein has the potential to cause problems with your kidneys. The amount of nitrogen required to produce proteins is not that great. The majority of an amino acid is carbon, oxygen, and hydrogen (which can be found in carbohydrates and water). So, yes, eat protein, but you don't need to go overboard. Make sure you're mixing up your exercises. Bench press is what people usually think of as the quintessential gym workout, but it actually does a poor job of isolating the chest muscles. Try things like flies and if you're just starting out, use machines instead of free weights because they will guide ou into good form. When you do bench, don't make the mistake most people do and let it drop quickly to your chest; you get a lot of work on the muscle with the negative resistance (that is, fighting the dropping of the bar). Also, if you're going more for bulk try incline press because this builds the upper portion of your pectoralis major which can make a big appearance difference with less additional mass.

Well if you eat fatty foods, you'd get fat all over, including your chest, if that helps. But I don't think foods make any part of you bigger, specifically.

Your chest will get bigger eventually. Please don't rush things. My guess is that you don't drink much milk, because people who drink a lot of milk complain that the hormones in the cow's milk makes their breasts bigger.
