German schools emphasize science, math and technology very early in life, and the German character thrives on precision. You need great precision to be great engineers, and so they are good at it. Pretty simple, really. But very effective.

as far as I know, it started there. the first band that I ever heard that sounded like techno was KRAFTWERK, back in the 70's.
