Call the Supervisor of Elections in your home county or go on their website. Request an absentee ballot. Hurry, you usually need to give 30 days notice.

You need to get an absentee ballot from the election officials in your hometown. Then you mail it back before the deadline which will be either on the ballot or on the envelope they provide for you.

Google "absentee voting CT". The sooner the better. Every state has different deadlines for absentee voting.
