I think the scouts had a mechanical clutch. If you look on the Z bar that goes into the bellhousing, you should see a section of the clutch rod that is threaded and has 2 jamb nuts on either side of the Z-bar. This is the adjustment. Loosen the jamb nuts and adjust in or out to get the amount of pedal travel you want. You want approx 1" of pedal travel before the clutch starts to release.

If the clutch still wont engage after you adjust it, the clutch disc may be fried. Or if it doesn't dis-engage, the throwout bearing or pressure plate may be shot.
