If you are not concerned about the Fence and it not too close to a Building, I would burn it. If, it 6-12 months old and you get a good fire going that thing will smolder for weeks until there a hole in the ground. I usually have a large piece of Tin/Metal to cover the stump once it smoldering so it not rain on it and I have to start over.

get a 55 gallon steel drum and cut out both ends with a chisel (not a torch...kaboom)

dig up as much around the stump as you can

pour used oil and diesel fuel into the hole at the base u just dug for a few days

put the barrel over the stump and light the oil/diesel on the ground

this will burn for days and will burn hot hot hot but most of the stump will burn out especially if the stump is dead

Althogh stump grinding comes first to mind, grinding may not be appropriate, depending upon the type of fence...chain link, field, etc. Heavy fencing may foul the grinding mechanism.

A tree or arborist service can use heavy equipment to tip the stump out of the ground, and can truck it off as well.

Call a tree service - they are surprisingly cheap - cut the fence out as best you can and they can grind the stump.

do not use a chainsaw
the kick back is dangerous if you hit the metal
you must saw around it , there is no fast way
unless you get a digger and take up the stump

cut fence at boths side then hire a stump grinder from your local hire shop (hss,speedy etc...) be careful as you grind through and as soon as you can remove the fencing good luck

You have to dig it up, or use an axe to cut both sides
