if you really want to learn ballet you could go to any adult beginers class, although tutus are for performance. as a woman you would be best wearing a t-shirt or leotard, leggings/tights and bare feet or ballet shoes (from any ballet/dance shop, not pointe shoes for a beginner) if you are serious and can afford it i recomend advertising for private tuition, with a good teacher you will learn alot faster

tutu are usually saved for the performances....skirts, leotards, and tights are mostly what to wear to practice if you are female. If you find a studio they might have a dress code, if not ask if they prefer you wear a leotard/unitard and tights or shorts and a T-shirt. Wear layers in the winter, like a T shirt and a sweatshirt. that way if you get hot you can take off the sweat shirt. If you're going to wear shorts and its cold outside bring pants to put on after class. After you find a studio (try looking in the phone book) ask about a good dance attire place near where you live. They should have clothes and shoes to wear for class. My studio even sells dance stuff. You aren't to old yet, you still have some time. You might be a little too old to go professional, but you can still get pretty good.

There are tons of places to learn ballet but England isn't specific enough, are you in London etc? You should go for group adult beginners and seek occasional private classes to supplement. Forget tutu's as they are for professional performances. As you've decided to add the TS detail I suspect you aren't serious as that is totally irrelevant. However, good luck.
