"Clothes make the man...", is part of a larger statement about what is generally accepted as grooming and such for proper gentlemen. And it seems this part of the phrase always causes some type of debate among the genders.
I have even heard it in a line that states," clothes make the man, a woman....", and that's not hardly possible.
Be that said, our own choice of clothing defines us as individuals. So whatever you decide to wear will strengthen the image you want and need to reflect to the world who view you.
Also, remember that most folks upon first meeting someone for the first time form judgments about them within 15 seconds, thus presenting ones self well groomed and impeccably dressed in those situations is key to being liked and successful. And with success usually comes happiness. =)

It depends on where he is going, and what he is doing. If he's out to impress, like at a job interview or trying to pick up girls, then yes, his clothing counts. Just hanging out with his friends, or going out casually, then he can wear whatever he wants. While a great personality is the most important thing about a person, people don't see his personality walking down the street. You don't notice the inside of a person first thing, you notice the outer appearance. A well dressed man/woman usually makes a better first impression than if he/she looks like a slob.
While he doesn't have to be in Armani suits to look nice, he should be clean, well groomed, and look like he cares about his appearance. Even jeans and a tee should be something he thought about as he got dressed. Designer brands don't matter, and being on the cutting edge of fashion aren't important. What matters is that he has enough respect for himself not to walk out of his house looking sloppy. What is important is that he is dressing both for where he is going and what he is doing. Men have body types and coloring the same as women, so it's a plus if he takes that into account when choosing his clothing.
No matter his personal style, he can look nice with minimal effort. Men have it easier than women, so there is no excuse for looking like a bum. Shower, shave, comb your hair, and wear clean clothing, and you will most likely be fine.

I AGREE WITH YOU THAT CLOTHES DON'T MAKE THE MAN BUT IT SURE HELPS! PEOPLE REACT TO WHAT THEY SEE. UNFORTUNATELY A VERY TRUE REALITY.
