glance , take quick looks but dont stare or leer.
Also be forwarned there are woman who get a rise out of humilating a man who glance or look at a woman . Also men get a DITHL(Deer In The Head Lights) and stare to long by accident .This happens when a woman fits your physical ideal . Let's say you like red heads and a brunette walks by in a smoking hot cocktail dress revealing cleavage , you might glance but not stare.
What if it was a red head in the same cocktail dress?
Alcohol and other drugs slow down your reaction speed qucickly enough for a glance by you is considered a stare by her .

as a guy, I say no. they put it out there for us to look at and being male and not blind, by god, i'm gonna look.
now as simple as that may seem to me, I know it's not the right answer. Because there was a woman who had a great body that was walking around K-Mart wearing a see through blouse. I follower her around the store for a good 15 minutes before her boyfried told me to stop following them around. For some reason I wasn't supposed to look at what she was showing. She got embarassed. ?????
I don't get it either. It's like a girl with a great body get's embarassed on a nude beach if she notices you looking her way.

Yes, its wrong especially if she is married. Whose attention is she trying to capture if she has something up her sleeve. She has only her husband to impress, I believe. If you are single, please continue to do so as often as you can. You would be an eye catcher and all eyes would be on you in public. This would be an attraction for stalkers. I love and enjoy seeing what the revealing clothes expose. Yeah.

well if a women is wearing revealing clothing then she probably is looking for the attention, but it is always rude to stare. like if she is talknig to you, look at her lips not her chest
