buy her angel or fairy wings so she can be an angel or a fairy.
she also could can be a witch, cheerleader, tinkerbell, lady bug, a cat, hippie, army girl, girl pirate, or a fifties girl.

Boy or girl?
Edit. Okay, girl. Will she be primarily inside or outside in this costume and what climate conditions do you usually have to deal with in your area such as temperatures and such?
2nd Edit: Now I have something to work with: Have her go as a garbage can. Pick up an appropriate sized plastic garbage can with a lid and a inexpensive twin sheet of a dark or matching color to the can. Cut out the bottom of the can so she will be able to walk ad lift it up to move about. It should be big enough to allow her to set it down and crouch so the lid will be closed in this position. Next attach the sheet to the inside rim of the can and the other end to the inside of the lid with fabric tape or banding adhesive with little to no fumes so she won't risk breathing them. Duct Tape should work pretty well and will be hidden on the inside of the fabric anyway. Cut a hole for her face and arms and have her wear an old sweatshirt of a similar color to the sheet. Using fabric adhesive, attach sterilized "trash" ( cartons, newspaper, empty food cans-no sharp edges please) If she gets to the door and rings the bell before they see her, she can crouch down and "pop" out when they open the door.
