Speed fluctuates at first since the initial download is loaded into a buffer. When you actually see the download process start and the % complete comes up, your computer has already started the download. The lag between this progress bar and the download makes it look as though you’re downloading at blazing fast speeds when you start, until the progress bar catches up to your actual download.
Speeds fluctuate after that due to traffic, your download bandwidth and the other computers’ upload bandwidth. The more traffic on your network, the slower the overall process will be. The more traffic on their network, the slower the download from that computer will be. As people log on and log off, speeds can vary.

Bandwidth, Hardware and Software. Mainly its Bandwidth. the other 2 interfere with updload/dowload streams but are a needed part of the process.
