First of all you must be clear as to what time is ? If you are talking about the time set by AIR or by any other media I am sure that there is not time diffrence between any of the states. As we follow Indian Standard Time set up at Central longtitude the time in all watches in the entire India will be same i,e 28 states and Union Territories. But if you go accroding to gegraphycal phenomenon then you can cetrainly notice the difference time between the states that are extreme states and western states.
In Kolkatta at about 8.00A.M it looks as 9.30 A.M at Mumbai. This is due to longitudal difference between the two cities.

India uses GMT +05:30 for whole of the country . In reality though Sun rises around 1 Hour earlier in Assam and other North-Eastern States than the states on West Side : Maharashtra and Gujrat .

Actually we should consider the greenwhich meridean for taking the exact time, then for gujarat and meghalaya there ll be a good difference in time. But if u r not looking for such answers, then we all use Gmt + 05:30
