From the perspective of choosing a web server, there is more stuff available for PHP/MySQL software stacks then ASP ones, so PHP is more likely to suit.

From the perspective of writing an application fresh, look at the language facilities and hosting packages and see what is suitable.

There is no such thing as a "best" language to use. It's an entirely objective matter - up to the individual to decide. For instance, if you don't know any php but know lots of asp then I'd say you're a fool to try php. It would also depend on the individual task at hand - different tools for different jobs.

That would depend. I have used both and both work fine, although PHP seems more uniform to me. The main question you need to ask is "what language do I already know?". If you know VisBasic, go ASP. If you know Perl, C++, Ruby, or Python, go PHP.

It just depends on a lot of factor.
Personal Preference. Usability, ...
If it is a UNIX system of course ASP is not even to considered.
