He was told and ignored it, and he even put Condolezza Rice in charge and she really ignored it. I think he was to busy on vacation, and trying to understand "MY PET GOAT" important stuff you know.

Bush found out about the 9-11 attacks when he was in a schoolroom in Florida reading a book about goats to the children. His chief of staff, Andrew Card, whispered the news, that a second plane had hit the WTC, and Bush sat the dumbfounded for 8 minutes.
Since we've since learned that the Bush administration ignored impending warnings of an attack by Al Qaeda against the US, it's tempting to think that they had specific knowledge of this exact attack. It think it's more plausible that they were just grossly negligent. Look at how poorly they've handled their wars in Iraq and Afghanistan and how they ignored the nuclear programs of North Korea and Iran for five years!
Birdsnake, a frequent neo con poster, says Clinton knew about the attacks when he was in office -- how much WORSE would that make Bush for allowing Al Qaeda another 8 months to complete the plot?

If he did not know then his own people are working hard to keep secrets from him. No less than 21 warnings were sent to the White House before 9/11.
It is my belief that he was sent to that primary school just to get him out of the way, in case he interfered with the plans.

Yes Bush, Clinton and many knew that terrorists were planning a terrorist action, They did not know if it was to be in the US or over seas. They also did not know exactly where it was to happen at.
So you can see from the reactions of US travelers that they would not accept strict rules even after the attack, so what would they had allowed before the attack
