One hot, one cold unless you use mixer taps and then it is one main tap.

Because they have hot and cold water in the house. Also, the hot water can be a different pressure from the cold, but even if it's the same pressure you have to have two lots of pipes, tapes, etc. If the place has no hot water, for example a shed or garage, then it will have just one tap.

Tradition in using the washbasin : We used to mix water in the washbasin, and because we are romatic, we kept it this way.
