A high-school student may receive minimum wage for a part time job that does not increase with inflation while the adult may receive pay raises based on a combination of merit and inflation adjustments. Increasing the minimum wage would help the student except in the short run it tends to eliminate many jobs (including the student's?). Minimum wage jobs (entry level) provide good work experience (and references) leading to higher paying jobs later. Often it provides a second income for a family. Many minimum wage jobs are hard honest work and deserve our deepest respect. For most it is a stepping stone to future success.

The high school student may get an allowance from parents, which is fixed over time, whereas an employed adult might expect regular pay rises to at least keep pace with rising costs.
