Any repetitive noise will become annoying to most people give enough time. In fact, pushed to the limits, sounds can literally drive a person insane. I don't think birds are any exception.
So my answer is both relaxing and annoying depending on the exposure level and the tolerance of the individual listener.

Most of the time I like hearing birds chirping and singing, and I find it very relaxing. In fact, I have even bought musical relaxation tapes that have birds singing in the background. The only time that it would possibly annoy me is if I have a headache or a migraine... then, I want it absolutely quiet.

Relaxing ......if done on any day in which you cannot sleep late !
My pet bird is annoying when he chirps just like my ringing telephone! I never answer on the first ring, because the bird sounds so much like the phone.

If you are just waking up in the morning it's nice. If you are having a relaxing facial or massage, relaxing.
