Give me a break! The first is NOT acceptable. The second is neither grammatical nor formal.
Would you say "Me was going"?
Would you say "Me and you was going?"
To say "I and you" makes the subject plural, not singular.
In formal speech, "you and I "would be more proper and polite, putting oneself last.
"when there were you and I" is correct
Don't the schools teach English any more?

I'd stick with 'BarneyfromKillarney', if I was you. I also support his quip, how true. Why can't the English teach their children how to speak?

When there was me and you.. is correct.
Break it down independently.
When there was me.
When there was you.
They both sound better than...
When there were I.
When there were you.
