First of all you aks yourself a question, do you really love her?I do not know whether that girl is your friend or you have fallen for a girl who does not even know you. And also, I don't know how old you are but if you are too young and don't have a good job then I don't think any "sensible" girl will say "yes" to you.If you are below the age then I suggest you should get to know her first and try to be friends with her.
If you are old enough and if you know the girl very well then I suggest you should ask her as early as possible, before someone else asks her.

i would like to ask u, is the girl, u want to propose ur friend?if yes then u need not to be afraid!even if she says no to u, u won't loose her altogether! if she is ur frnd ,she already knows what kind of person r u and u r good to her or not! so there r more chances of accepting ur proposal (if there is no one else in her life)
if she is not ur frnd or u don't know her very well, then the first thing u hv to do is make friends with her! try to find out if she has anyone else in her life or not! make ur importance in her life! help her in her every need!ok!then u can proceed to ur proposal matter! she won't decline!

how long will u wait for her .u cant wait for ur whole of the life 1or the other day u have to say her if she likes u then its ok but if she dosent like u then atleast u'll not have any hope from her that if she like u or not u'll no that thers no need now to think of her may be u can get a better partner IF U'LL not say her now then u may think that she like u but she may not so dont wait for any thig just go &OPEN UR HEART im sure she will understand u RELAX & GOOD LUCK

How long you intend to wait and wait for her to either lose to some other person or get bored waiting to hear it from you. go and propose. Aar ya par. Life is to small to spend time wasting about something. You decide once implement it. If it works out fine, otherwise move on.
