Giraffes can roar but it is at such a low frequency, it cannot be picked up by human ears. As far as I know, only the duckbill platypus can hear the giraffes roar.

for any kind of deep noise to come from a giraffe it would take air pressure strong enuff to blow through the animals neck.
so they dont roar because they cant summon the air pressure.

giraffe doesn't have the same vocal chords like the lions.

They do, but by the time it gets all the way up the neck, all that comes out is a squeak.
